Sure. But you have to admit it was an atrocious choice of words. In Europe, maybe they know what "shadow government" is, but here in the USA, its the secret government of crazy conspiracy theorists and the X-Files. Surely there were a million other ways to make this point without freaking these people out. That is the basic problem with the whole Bush family. No of them seem to be able to think about their words before they spew it from their heads.
